The shortest answer is, because He is Ar-Rahman Ar-Rahim.
He creates everything because He is Gracious and Merciful.
Who is going to create you if it is not The Uncreated Creator? Who is going to initiate you if it is not The Uncause Initiator?
No one will. Because no one there but Him.
He is Gracious and Merciful thats why everything exist. If He is not those, there is no reason to create you.
All creation exist because he is Gracious for them. The believing have the opportunity to have faith to Him in this world because He is Merciful.

- In the name of God, The Gracious and Merciful.
- Who create and onwer of all Worlds? Praise Him, Lord of the worlds
- Why He did it? He is Gracious and Merciful
- What about misjudge in our life? He is Master of Day of Judgement. To Him belong all the Judgement
- To whom will we admired most and belong to whom our dependent goes to? It is Him we worship and to Him we dependent
- What we want most in this worldly life? Guide us to the straight path
- What kind of path we want? Path of He blessed, not the path of His wrath and not the path of the misguided.
He creates everything, believing and non-believing people because He is Gracious. But it is his Judgement who will be believing because He is Merciful.
1. It is not compulsory for Him to create and
2. it is not compulsory for Him to make The believing,
3. but He did anyway.
